| Financial year | Deliverables | Acceptance criterion |
2026 Sep–Dec | Deployment in the territory: baseline of the areas in the Scope Annex, permanent plot network and local calibration of the models. Adaptation of the field platform to the forestry domain | Orthomosaics delivered; count with reported validation error; plots replicable by a third party with the protocol delivered |
| 2027 | Stratification with area, carbon stock by allometry and versioned protocol. Project, monitoring periods, issuance and retirement in the registry. Evidence chained to issuance. Multi-organisation configuration, open data portal and institutional reporting. Security audit of the registry engine by an independent third party | One monitoring period closed end to end, verifiable by a third party from the issued unit down to the measurement that supports it. Security audit report with no open critical findings |
| From 2027 | Programme operation: spatial data infrastructure, satellite acquisition and inference, model retraining, one annual re-measurement campaign on the permanent plots, support and reporting | Measurement series comparable year on year, with the same versioned protocol |
Scope Annex, which is signed together with this proposal. The fixed price corresponds to one area of up to 2,000 hectares in one biome, with two deployment campaigns and one annual re-measurement campaign. The growth step is declared now, so that expansion does not require renegotiation: +28,400 per year per additional area; +16,800 for deployment and +4,200 per year for each additional tranche of 2,000 hectares; +4,800 one-off if a different biome is incorporated, which requires training a new model. Campaigns repeated for reasons beyond the provider's control —weather, denial of permits, blocked access— are treated separately; a campaign requiring more days because of difficult terrain is not.
